It started with Republican Councilman Dr. Peter Gardiner asking a few questions about Information Technology contracting /spending and opposing a tax increase, much to the dismay of Democrat council members Doug Stern and Tom Long. Now the Rancho Palos Verdes city council is quickly drifting towards a state of dysfunctional government. Accusations, legal complaints, and lawyers abound. So what is the matter? Is it a partisan issue, no. It is a question of proper, above board actions vs. under-the-table dealings -- it just happens those dealings are being done by Democrats.

Simply put, according to a well-documented legal FPPC complaint filed recently, RPV vendor "PV on the Net" made significant in-kind contributions to Doug Stern and Tom Long which they never reported. The response of Long and Stern has been to try to smear Dr. Gardiner for questioning RPV IT expenditures. He is simply asking the questions citizens want all their elected officials to ask, "Are the citizens moneys being spent efficiently and are contracts negotiated in a fair, open, and competitive environment that ensures no appearances of impropriety?"

At the moment, it seems we may be dealing with more than just appearances...
